More Swim cards would certainly help, as would a higher hand limit. I think the game will still need one more idea, though. I suggested dual-purpose cards in the review, but a similar (probably better) approach would be a rule that allows you to play any two identical cards as a single Swim or Chase card. This would give each player more tactical choices, and it would give some purpose to those excess Sturgeon (or whatever) cards clogging up his hand.
