You're telling me there are five armies but this game is only for two players?!

Yes, Eagles are situationally used to take out Shadow units in certain areas, they're not a full fledged force.
The Dwarves/Elves/Men are all just portions of the Free People Army.
So if you split the forces (in the current ruleset) you'd have like 2-7 units on the board if you were the Elves. This would be like controlling 2 or 3 territories in a game of Risk - not much to do.

Definitely. I've been wanting to play WotR for a few years but the opportunity never presented itself at an appropriate time. Might play on a buddy's Collector's Edition in May at Geekway to the West.
