No, VASSAL can generate random chit pulls, etc and then you can put them in a hidden area other players can't see (until you drop them on your opponents).
Some VASSAL modules are that simple, but many other modern modules have features that make doing things like randomizing, or hiding pieces, etc very easy. Just depends on the module and creator's skill.
I was imagining how to play the game by email, in case the VASSAL module doesn't pan out. The double agent chits are the only thing I can think of that would need "something," if each player had their own copies of at least the cards.
