I've been waiting on this for SIX FUCKING MONTHS. I literally pre-ordered it in February or March.
Read the rules. It's a simple push-your-luck game like Dungeon Roll. No custom dice (total bullshit!!) and basically, you just roll your dice, spend some or all of the value defeating a card, gain its money, and if you have dice left, choose to push on or quit. You can spend money earned from runs on new runners who give you more shit. Some asymmetrical fuckery as well - you can use your faction's power to screw someone over on their turn, which seems to be the only form of interaction in the game.
Yachtzee Plus, really.

This actually doesn't look that bad, but is it a collectible game? Are there dice/card boosters one buys after a starter or is this self-contained?

No, it's just a card/dice boxed game as far as I know.
Played twice. I tried using my Runners, powers, etc. Wife didn't use any. Didn't buy any. Didn't do shit with them.
Beat me 34-3 the first game. Beat me. 32-7 the next game.
It's broken as hell.

You've got to be joking...
The old TCG was awesome, but broken. weapons and equipment cost as much as a runner. All runner decks were more powerful. I'd have thought that they'd learn to spread the usefulness/cost of cards around by now...

This game is not like that shit.
1. There's a "global effect" card that's always in play. You can flip a runner down to ignore it on your turn.
2. Each turn, a player flips an encounter, rolls dice. If dice exactly match the number on the card, place the used dice on the card. If you want to use a Runner to help, go ahead. After beating it, you have to pay 3$ or discard the runner. You can also buy a new runner (2-4$) before each encounter. You then choose to keep going with your remaining dice or stop and collect the money. If you use all the dice you can choose to start a new column, with all the dice back.
Scoring is 1$ for each in the row multiplied by the row number. So, second rows are worth 2$ each and so on.
Each player also has a Corp card and can use it to help or mess with other players on that players turn. Only one person can do so per turn.
If you can't make your dice match the card, you lose the run. You can discard a Runner to dump the run, or if you don't, the next player gets to start where you left off and keep going until either they stop (read: Can't Stopish) or crap out.
It's a very simple game, and the fact that TWICE I lost while using every available advantage while she just kept rolling slowly and surely, stopping a lot and collecting her 4-5 per turn...it tells me that it is broken as fuck.
Neither of us rolled particularly badly. It's just that runners cost SO MUCH to retain after use that it's a diminishing return. Plus, it takes you a good 3 turns to get enough to use a runner a couple of times, and then you're broke again.
Lame.
