I haven't played Shogun, but based on Wallenstein, I'm going to vote Mare Nostrum.
Ditto.
My standard diss of the Wallenstein system: "On your mark... get set... Build a Church!" Too much focus on predicatable solitaire busy work and not enough collusion.
Mare Nostrum is an awesome, innovative system (despite the cumbersome trading), and I haven't even gotten my hands on the juicy expansion. Most importantly, it's absolutely loaded with table talk. Sadly, it will never be played in my group, as it requires multiple plays to balance out and my group is overly cult-of-the-new for a game like this.
Easy vote: Mare Nostrum.
