I don't think it's "miserable" as much as it's simply a miniatures skirmish game with campaign rules. If you're looking for that, look no further than this:
s1.zetaboards.com/Post_Apoc_Wargames/topic/4759552/1/ Hands-down the best campaign system ever made, in my opinion. Maybe the best miniatures game.
My experience, with regard to RPGs, has been entirely different, though, and much like Charlie's.

The reason I brought up the comparison is because I play BG campaigns for the RPG-like experience that they sort of bring. I've played the Mice and Mystics base game campaign a few times now, and I'm getting into the expansion stuff as well. I do it not because the game is a good board game, which it is, but because there's story and setting and fluff and I want to do cool things with my character and the party that affect the campaign. I want to do basically the same thing in an RPG. I want story and fluff and setting and I want to do cool things and have fun experiences.
There's more worldbuilding in RPGs and they are much more free-form, which I find appealing. Board game campaigns like Mice & Mystics are much more scripted and manageable, but sometimes I wonder if it's worth the trade-off. I was Filch in our last Mice and Mystics campaign and I didn't role play the character at all outside of what moves he was good at in combat. I would have liked too, though, so I'm reading the Mouse Guard RPG right now.
There are good RPGs that people actually play that are similar in rules density to board games. There are RPGs with board-game like grid-based combat and there are RPGs with no maps at all. Like board games there's probably an RPG to suit any taste. So my question still stands: When are you playing BG campaigns instead of RPGs, or vice versa, or are you playing both? Most importantly, why?
I probably only play many more board games because that's the sort of gaming crowd I have right now. That's really probably the only reason.

I love miniature skirmish games. I miss my 40k and Gorkamorka armies (ok, they are mostly the same army). It's miserable when people are all "lets run an RPG!" and you get Necromunda without the fun and more arguing and bean counting. So yeah, I'd rather make up my own story in Shadows of X board game than go through all that*. There's at least one other person who has a copy of Fiasco now, though and another who is into improv. I think we can make something work.
*Or you know, just play Skyrim or Fallout 3.
