I've been assuming that it's possible to connect two, three, or four of the new controllers to a single console, just like you could a Wii remote, but I reflected on this a bit and realized it's not necessarily true. The console renders the graphics for the touchscreen, so the console's graphics hardware would need additional circuitry (separate render buffers, for example) for each supported controller, or else the frame rate on the main screen would drop. Nintendo could provide graphics processing for 5 separate displays (one HD TV, four SD controllers) in the console, but that might be costly.
I think maybe you'll just get the one touchscreen controller, and that's it -- additional controllers will be Wii remotes. Nintendo didn't demo any games in which two or more of the touchscreen controllers are used simultaneously, so maybe that's not a supported configuration.
It's possible that Nintendo hasn't yet decided which configurations will be supported, since such a decision will be based on manufacturing costs, which are yet to be determined.
