I've seen people referencing green stuff to fill gaps, and I'm thinking I could also use it to attach 15mm pewter minis to penny bases. What is the actual name of this stuff and where does one find it?

The stuff I used was Kneadatite, there might be other names. You can buy it on amazon.

Games Workshop literally calls it Green Stuff www.games-workshop.com/en-US/Green-Stuff . Other places call it Blue-Yellow epoxy.

For 15mm figs why not just superglue them? Much easier. GS is kind of pricey too.

I used pennies as bases for 20mm Sci-Fi and it works very well. To finish/smooth out the surface you can use tile grout mixed with elmer's glue and maybe some sand. Or just straight up glue and sand like a normal base.

Kneadatite is the name of the product, at least before GW gets a hold of it and charges you full retail for 1/12th of the product.

Gf9 also sells grey stuff. All options are pricey though. You can usually find a 3' roll of blue and yellow kneadatite for less than $12 if you shop around online.

GW also sells a product called Liquid Green Stuff, which other than a similar color and use, is nothing like Kneadatite. Like crayons said, just buy a roll on Amazon if you want to try it out.

It also bonds very well with super glue and provides a bit of additional protection to super glue's brittle bond.

I prefer Milliput. It seems to be stiffer than green stuff and kneaditite.

Also, JB Weld putty is the king shit for models you plan to drill and/or peg.

Depends on the use, but I agree with the above. Milliput is easier to find too, and JB weld is nearly everywhere. I think I even saw it at the dollar store once. Metal to metal, I prefer JB weld. Especially when the metals are not the same.

Protip: if you have room (like terrain) make inverted conical holes in the mating surfaces (so it looks like an hourglass cavity when assembled) and press JB Weld into both sides, then put a small blob on one of the mating sides. Put a cut bit of armature wire in the middle and you end up with a faux mortise and tenon joint that's so strong the parts will shatter before the joint.

Is there any way to save Green Stuff you've already mixed up? I cut off a tiny sliver off my ribbon last night and I still had a pea-sized ball left over. Seems a waste.

If you toss it in the freezer in an airtight container, you can gain maybe a day or so of usable time.
