Does this service exist?

I have some Doctor Who Miniatures I would like painted but don't have the time or talent to do so!!!

Is there someone who does this for a fee?

If you go down to most game shops that have mini gamers, you can either find postings for people who paint to supplement their income, or talk to the staff about if they have any people they know who do that.

Using remote painting services is sometimes a bit dicey - always make sure they commit to a turn around time, and use tracking for the shipping. Otherwise your stuff can 'mysteriously' go missing. (I end up hearing the sob stories, so I am admittedly a bit biased/overcautious).

Alot of die hard mini gamers make ok scratch doing painting - make sure you see a sample, and know that you generally get what you pay for!

there's hosts of miniature painting services. You might have a look around some of the miniature websites. The Miniatures Page is a good starting point, although it is oriented to both US and Europe, but there must be US painting services listed there. But if you are not doing a large amount (ie units) you might want to contact miniature wargamers in your area and settle it non=commercially.

Many, many people provide miniature painting services and do so at very reasonable prices considering the amount of time involved.

www.coolminiornot.com/ is I think the central website that many painters use to show their work and attract clients. However, it is vital to bear in mind. This is not a hobby these people are engaging in it is a serious business and their livelihood. Many are highly talented artists. You should consider that you are paying an hourly rate to a skilled professional before you contact any studio to get a quote for a project.

I was looking at miniatures on a website and looked at their commisions page. They charge $10 per hour worked, which is below minimum wage for the UK. So when I say reasonable I mean reasonable. I see many of these studios are in Poland. Poland is a country that is going through serious economic difficulties at the moment so I imagine this is a good job for a lot of people.

I've used Fernando Enterprises out of Sri Lanka twice, and they do an amazing job.
It takes many months to get your figures back, but the price is pretty damned good.
