If you're wanting to do nothing at the machines or tables you can get smashed while betting on horse races or basketball games. Or if that's too exciting, play keno.
The only way to win at Vegas is to gamble like I do: Gamble that you'll get caught not actually playing poker at the bar.
1. Insert 20$ into bar poker multi-game machine.
2. Order best scotch/vodka/etc that you would never normally buy.
3. Pretend to be playing game, or if the bartender gets too close, actually play.
4. Rinse/Repeat. My high score is never actually playing a single game, cashing my 20 back out, and 15 drinks in 3 hours. Johnny Walker, no less.

I wouldn't argue with that. Knowing myself, after a few drinks I would wander off onto the floor to find a craps table, and the House wins again.
We have a casino in Columbus now, that I've successfully managed to avoid. Unlike Vegas, they don't serve beer or mixed drinks for free. You can get soft drinks and water, but you have to buy alcoholic beverages. This could very well be Ohio state law, rather than corporate pennypinching.
Edit: Yes, looked it up. Ohio prohibits complimentary drinks in the casino.
