The one that comes to mind for me but it is a war game is the War Plan Orange game I've got. There's a large strategic map for when you are moving your fleets around and then there is a smaller tactical map for when those fleets mix it up.

I think two Eagle Games might do what you're looking for:
The American Civil War and Napolean in Europe. I haven't played either, but I think there is the large strategic map but when battles are fought they go to a smaller battle board. LvT
I was just getting ready to suggest Napoleon in Europe as well. And I like your thinking. More games with an overall "situation" map to ponder strategic moves while having the ability to zoom in for tactical battles would be cool.

Anyway--QUEBEC 1759 is on my want list for this kind of reason. I like the dialed in aspect of block fighting. I think that would be a good fit.
