RR Tycoon -- Do I HAVE to be in the Northeast?

I aimed for five per but settled for four. The endgame dragged -- two turns were salvaged at the end when a player improved a city and put us back under the end condition. Because of that I was harvesting what was left instead of looking for investment moves. I don't think that hurt though as others were doing the same thing.

Thanks for the guidance folks -- this was only my second game and my goal was to play respectably. Next time I should do more than a bit better.
