An LCG is simply a CCG in which the packs you buy have fixed cards in every pack. In this way you are buying a known set of cards instead of a random assortment. They still release expansions for the game, but one purchase is enough to get a full play set of that expansion.

The other thing about an LCG is that one set is enough for multiple players. You don't need to have each player own a set.

Is this just the Decipher CCG repackaged with different card art? Or a completely new system? Does anyone know?

Solo play makes me interested. I don't play many two player card games these days, but I'd like to try this as a solitaire thing. Wish the WARHAMMER LCG was solo!
