I played this with my son and it's pretty simple to house-rule.
I think we randomly drew weapon cards from wreckage for vehicles. The cards have bands on them for how far they shoot, so one or two spaces instead of just one space like standard TR. Also we gave each car HPs equal to their value (2, 3, and 4?). Naturally, we drew wreckage damage cards per the value of the weapon and assigned that much damage.
For the Tanker scenario we had it appear on the 4th board and had it rambling down the road in a straight line at a steady clip (d6 + 2 or 4 depending on the challenge). It would knock out any wrecked vehicles and was impervious to damage so could be used as a screen.
For the Graboids, starting with the 4th board we'd role a d6 at the beginning of every turn. if a player rolled a 1 a graboid appeared at a random 'crater' and would move d6 spaces every turn. The player who rolled the 1 controlled the graboid's movement. If a graboid made contact with a vehicle it was the same as a vehicle ramming a wreck. Oh, only one graboid per board allowed. you could shoot at graboids and they had 2 hp.
This stuff wasn't perfect, but for the simplicity and speed of this game it worked fine.
