Because they are weak and they suck. Sheesh, Dave, would of thought that was obvious.

Palpatine? meh. I suppose you might mention him.

Grievous though, he has no back story. No motivation. He's just a cool looking semi robot that wields a bunch of light sabres.

Don't know if he was mentioned but Wesley Snipes as Simon Phoenix in Demolition Man. His performance is, arguably, the best Joker until Heath.

Agent Smith the Matrix
Hans Gruber ("shoot the glass!") Die Hard
Mr. Joshua ("It's Goddamned Christmas") Lethal Weapon
Alonzo Harris (Dnezel) in Training Day
Khan
Kevin Spacey as John Doe in Se7en


There seem to be two types of villains mentioned: the tortured souls (e.g.Darth Vader) and the dudes who thoruoghly enjoy their evilness (Joker).
