Arizona has offset the initial cost via a state rebate program before. I don't know if this is still active, but my father lives in northern AZ and built his house off-grid with solar.

He eventually attached, but his meter still spins backwards about 350 days a year and most months he gets a check from the utility co.

Phoenix is ideal solar country, either for PV or for water heating.

Not a good place if you like plants, though.

Not necessarily. There's a fair bit of dust in the air in the Phoenix area. It's rough keeping the panels clean.
